SpolarPV Advances Clean Energy Development in Romania with Successful Solar Projects

Romania’s National Energy Regulatory Authority (ANRE) has recently approved a competitive auction-based mechanism for grid connections of new plants with a capacity of at least 5 MW. This new rule, set to take effect on January 1, 2026, aims to ensure fair competition and predictability in the energy market by allocating grid capacity through annual auctions.

Details of the Auction Mechanism:

  • Implementation Date: Effective from January 1, 2026, for new plants with a minimum capacity of 5 MW.
  • Auction Frequency: Auctions will be held annually, with allocation periods of 10 years starting from the second year after the auction.
  • Grid Capacity Determination: Transelectrica, the transmission system operator, will announce the available grid capacity for each zone by January 15 each year.
  • Auction Pricing: Starting prices will be calculated based on the total estimated value of grid development works divided by the total available grid capacity.

ANRE President George Niculsecu stated that the new methodology "promotes a mechanism that ensures a competitive environment and offers better predictability in the energy system."

In addition to the new auction system, ANRE has introduced several immediate changes to Romania’s grid connection processes, including new financial guarantee rules. For new projects exceeding 1 MW, a financial guarantee of 5% of the connection tariff must be provided before issuing a grid connection permit. This guarantee can be a bank guarantee, term deposit, or direct payment and is applicable to all ongoing applications without issued permits.

Legal experts from Bucharest-based law firm Nyerges & Partners regard these financial guarantees as effective tools to prevent grid blockages caused by infeasible projects. Operators are now required to provide monthly updates on grid status and may offer 12-month extensions for building permits if delays are beyond investors' control, contingent on a 5% financial guarantee of the connection tariff.

Starting January 1, 2026, any ongoing grid connection applications without issued permits will be terminated. This measure aims to expedite the connection process and reduce delays.

The Romanian Photovoltaic Industry Association anticipates the addition of at least 3 GW of renewables by 2026, with solar energy accounting for around 2 GW. According to the International Renewable Energy Agency, Romania had 1,414 MW of solar installed by the end of 2022.
